Why it seizes, and why hard water is probably not the reason
The usual explanation you will read is mineral scale. That explanation was written for somewhere else.
Charleston Water System publishes its hardness: 58.4 ppm, or 3.4 grains per gallon, which it describes as moderately soft water 1. That is not the profile of a system that cements valves shut with limescale.
What actually happens here is slower and duller. A valve has a stem running through a seal. When the valve never moves, that seal compresses and hardens around the stem, mineral traces and corrosion products build in the gap, and the packing dries out. On a gate valve the gate itself can corrode onto its seat. Add a coastal environment, decades of small temperature swings, and in many houses a coat of paint applied straight over the valve body by someone decorating a laundry room, and the thing is effectively glued.
Soft water does not mean mineral-free water. Charleston Water System notes that deposits do build up inside water mains, and that a change in pressure can dislodge them 2. Those particles travel, and a valve that has sat in one position for years is a convenient place for them to settle.
None of that requires hard water. It only requires time and stillness.
The two kinds of valve, and which one lets you down
Gate valves are the older style: a round wheel handle you turn several full rotations. Inside, a metal gate lowers across the flow. They were standard for decades and they are the ones that seize. They also fail in a particularly unhelpful way, where the handle turns freely while the gate stays exactly where it was, because the stem has sheared away from the gate. The valve feels like it is working and the water keeps running.
Ball valves are the newer style: a straight lever that moves a quarter turn. A ball with a hole through it rotates in the flow. Far fewer moving parts, far less to seize, and the handle position tells you the state at a glance. Lever in line with the pipe means open. Lever across the pipe means closed.
If you look at your shut-offs and see round wheels, you are looking at the failure mode described in this article. That is not a reason to replace them tonight. It is a reason to test them this weekend.
The sixty seconds when it will not turn
Water is running. The valve will not move. Here is the order that actually helps.
Do not force it. This is the one instruction worth following even though every instinct says otherwise. A corroded valve that is stuck closed is an inconvenience. A corroded valve snapped off in your hand is an open pipe you cannot close, and now the emergency is considerably larger than the leak you started with.
Go up a level instead. Fixture valve will not turn, so use the main shut-off for the house. Main will not turn either, so the next stop is the meter. Every step up shuts off more of the house but it stops the water, which is the only thing that matters in the moment.
Use a cloth, not a wrench. A rag or a rubber glove gives you grip without concentrating force on one point of an old handle. Pliers on a corroded gate valve handle are how the handle comes off.
Steady pressure, not jerking. If it gives at all, it will give slowly. If it does not move under firm steady hand pressure, it is not going to move under more.
If the handle spins freely and the water keeps running, stop. That is the sheared-stem failure. No amount of turning will help, because the handle is no longer connected to anything.
What forcing it actually breaks
Worth knowing, because it explains why the advice is so insistent.
The packing nut sits where the stem enters the valve body, holding the seal that stops water escaping around the stem. Force the handle and you can disturb that seal, which turns a valve that was merely stuck into a valve that is stuck and leaking, from a spot you cannot isolate.
The stem itself can shear, giving you the free-spinning handle above.
On a very old valve, the body can crack. Now the water is coming out of the valve rather than through the pipe, and the only fix is cutting it out with the supply off at a higher level, which is exactly the level you were trying to avoid using.
Each of those turns a job that could have waited until Tuesday into one that cannot wait an hour.
The test worth doing this weekend
This takes about fifteen minutes and it is the entire point of the article.
Walk the house and find every shut-off. Under each sink, behind each toilet, at the water heater, at the washing machine, and the main where the line enters the house. Write down where they are, because half the value is knowing at 2am rather than searching.
Then turn each one. All the way closed, then all the way open again. On a ball valve that is a quarter turn each way. On a gate valve it is several full rotations, and then open it fully and back it off a quarter turn, which stops the stem binding at the top of its travel.
You are looking for three things. Does it move at all. Does the water actually stop when it is closed, which you confirm by opening the tap it feeds. Does anything weep at the packing nut afterwards.
A valve that fails any of those has just told you something useful, on a Saturday, with no water on the floor. That is a very cheap way to find out.
Twice a year is plenty. Do it when the clocks change if you need a reminder.
One warning about testing the main
The valve that most deserves testing is also the one to be most careful with, because it is the one with no level above it inside the house.
If your main shut-off is an old gate valve that has clearly not moved in decades, think before you test it. A valve in that condition can fail during the test, and then you are shutting the water off at the meter and calling someone on a weekend.
That is not an argument for leaving it alone forever. It is an argument for testing it when a plumber can be there the same day if it goes badly, rather than discovering its condition during an actual emergency. If you want it done with someone present who can replace it on the spot, that is a sensible way to book it.
If the main will not turn either: the meter
This is the end of the escalation chain and it is worth knowing before you need it, because the article has now told you three times to go to the meter without saying how.
Your meter sits in a box in the ground, usually near the street at the front of the property, under a metal or plastic lid. In the Lowcountry it is often set low and can be full of sand, leaves or water, so expect to clear it before you can see anything.
Inside there is a valve on the house side of the meter, normally a straight lever or a flat tab rather than a wheel. Turning it a quarter turn so it sits across the pipe shuts off the whole property. Some need a meter key, which is an inexpensive tool worth owning if your house is old enough that this article applies to you. A large adjustable wrench will usually do at a push.
Two cautions. Do not touch the valve on the street side of the meter, which belongs to the utility. And if the lid is stuck, the box is flooded, or the valve will not move, stop and call. At that point you have exhausted what a homeowner can safely do, and continuing is how people damage a meter and turn a plumbing bill into a utility bill.

What replacing one involves
Replacing a fixture shut-off is a small job. The water comes off at a higher level, the old valve comes out, and a quarter-turn ball valve goes in. It is usually measured in minutes rather than hours, and it is the kind of thing worth adding to a visit you are already having.
Replacing a main shut-off is a bigger job because the water has to come off upstream, which generally means the meter, and depending on the age and layout there may be soldering or a section of pipe to replace. Still routine, but not a fifteen-minute job.
The pattern we would suggest: when we are in the house for something else, ask about the valves. Replacing two seized fixture stops during a visit you are already paying for costs a fraction of calling someone out specifically, and it removes the failure mode entirely.
When to call us
Call now if water is running and no valve will stop it, if a handle is spinning without effect, or if a valve is weeping after you tried to close it. Those are all live problems.
