There are two different galvanized pipes, and only one is regulated
Your water arrives through a service line, the single pipe running from the water main under the street to your meter and then into the house. Past that point, everything branching through the walls to your taps is interior plumbing, sometimes called premise plumbing.
Both can be galvanized steel. They look similar. They corrode in similar ways.
The federal Lead and Copper Rule Improvements govern service lines. When the rule creates a category called galvanized requiring replacement, it is talking about the service line in the ground, not the run of gray pipe feeding your bathroom. Interior galvanized pipe is a maintenance and water quality question, and a real one, but it is not what the replacement mandate covers.
Getting this backwards is the single most common confusion on the subject. Hold onto it, because everything below depends on which pipe we are discussing.
How to tell what you actually have
You can do most of this yourself in about five minutes, with a magnet and a coin.
Find where the water line enters the house, usually a basement wall, a crawl space, or near the meter. Then:
Hold a magnet against the pipe. If it sticks, the pipe is galvanized steel. A magnet will not stick to copper, and it will not stick to lead either. That one test separates galvanized from both of the alternatives.
If the magnet does not stick, scratch the surface gently with a coin. Copper shows a shiny reddish color, like a new penny. Lead scratches to a bright silvery shine and is noticeably soft, with the scraped material flaking away.
Look at the joints. Galvanized steel is joined with threaded fittings, which look like screwed collars. Copper is usually joined with smooth soldered fittings. That is often the fastest visual tell from across a room.
Galvanized pipe that has been in service for decades will not look new. Expect dull gray, sometimes with a rough or chalky surface, and rust staining at the threads where the zinc coating has given up first.
What "galvanized requiring replacement" actually means
Here is the part that surprises people, and it is the reason this category exists at all.
Galvanized steel is porous on the inside. When it sits downstream of a lead pipe, it absorbs lead particles from the water passing through it, and it holds onto them. The consequence is that a galvanized line can keep releasing lead into the water even after the lead pipe upstream of it has been removed 1. Taking out the lead does not automatically fix what the galvanized pipe already absorbed.
So the rule defines a galvanized service line as GRR if it is currently downstream of a lead service line, or ever was, or is currently downstream of a line whose material is unknown 1.
Then it adds the clause that decides most real cases: if the water system cannot show that the line was never downstream of lead, it is a galvanized requiring replacement line 1.
Read that again, because the burden runs the way people do not expect. GRR is the default. A galvanized service line is not presumed innocent and then reclassified if lead turns up. It is classified as requiring replacement unless the utility can demonstrate otherwise, which it may do using predictive modeling or other methods with regulator approval 1.
If your Charleston result came back yellow, this is where it lands

Put the two rules together and the picture sharpens. A line with no records is a lead status unknown line, defined as one where the material is not known to be lead, GRR, or non-lead 1. If your service line is galvanized and sits downstream of an unknown, the GRR definition reaches it. If the utility cannot demonstrate it was never downstream of lead, the same clause reaches it.
That is not a reason to panic. It is a reason to find out what you actually have, because the classification is being decided by the absence of a record rather than by anything about your water.
The dates, including the one nobody mentions
The timeline is public and it is longer than most people assume 1:
- 16 October 2024: water systems had to complete an initial inventory of service line materials.
- 1 November 2027: a Baseline Inventory updating that initial work is due.
- 30 January 2029: inventories must be updated, and annually after that.
- 31 December 2037: most water systems have until this date to identify all unknown service lines. Some qualify for a later deadline.
That last date is the uncomfortable one, and it is the practical argument of this entire article. If your line is an unknown today, the system may legitimately have another eleven years to resolve it. Waiting for the utility to tell you what you have is a strategy with a decade of slack in it.
Finding out on your own side of the meter is a morning's work.
The replacement is all or nothing, and you are half of it
The service line has two owners. The utility owns the run from the main to the meter, and you own the run from the meter to the house. The rule takes that split seriously in a way that puts a decision in your hands.
A lead or GRR line counts as replaced only when the entire length, both the system side and the customer side, is non-lead. Partial replacements are prohibited except during emergency repairs or work coordinated with other planned infrastructure 2. There is good reason for that: disturbing a lead line and leaving half of it in the ground can temporarily raise lead levels rather than lower them.
The consequence for a homeowner is the part worth knowing.
A service line is under the water system's control only if the system has access to carry out a full replacement, and the system decides whether it has that access 2. Where consent from the property owner is required, the system has to make a reasonable effort to obtain it, which the rule defines concretely: four attempts by the applicable replacement deadline. If permission is not given after those four attempts, the system does not have access, and it is not required to replace the service line at that time 2.
The same applies to money. Where property owners are required to pay for their portion and do not agree to pay, the system again does not have access and is not required to replace the line 2.
So four unopened letters from your water utility can quietly remove your address from a replacement program. Not as a penalty, and not because anyone decided your line was fine, but because the rule cannot compel access to private property and will not permit a half-replacement.
The door does not close permanently. If a system later gains access to lines it previously could not reach, it must replace them 2. But the timing moves from the utility's schedule to yours, and the deadline in the meantime is the one that matters to your household rather than to their compliance report.
The interior galvanized problem is real, and it is a different problem
None of the above applies to the gray threaded pipe running through your walls. That pipe has its own well-known failure mode, and in an older Charleston house it is usually the one you notice first.
Galvanized interior pipe corrodes from the inside out. The zinc coating erodes, the steel beneath rusts, and the rust builds inward until the usable diameter of a half-inch pipe is a fraction of what it was. The symptoms are familiar: pressure that has dropped so gradually nobody remembers it being better, hot water worse than cold, brown or rusty water after the house has sat empty, and fixtures at the end of the run suffering most.
That is a repiping conversation, driven by age, pressure and water quality rather than by any federal deadline. It is worth having on its own terms. It is simply not the same conversation as the service line.
What to do with all this
If you are in an older Charleston or North Charleston house, a sensible order looks like this.
Check the utility's inventory result for your address first, because it is free and takes a minute. Then go and look at where the line enters the house and run the magnet test, because that tells you about your own side of the meter, which no utility map covers.
If you find galvanized at the entry point, that is worth a conversation rather than an emergency. If you find galvanized anywhere in the picture and your inventory result is yellow, orange or red, the two facts belong together when you talk to anyone about replacement.
